Jon Gunter, CMSP
Jon has over 25 years of experience in the insurance industry including 10 years with a national property/casualty carrier where he functioned as an SIU specialist, Claims Manager, and Corporate Trainer before moving on to a national third party administrator where he managed a team responsible for the WC claims oversight of one of the largest hotel chains in the country.
Following his years in claims resolution and management he transitioned into the Medicare compliance niche in 2004, when he established a West Coast presence for the original pioneering MSA company in the country, and oversaw all operations, new business development, account management, and field sales in California and the Western U.S. In early 2009, he created and founded Set-Aside Guide, a national company specializing in online comprehensive MSA self-administration help services.
In late 2009, Jon joined MEDVAL as Executive Vice President to establish a West Coast operation and provide new business development and front-line training to clients and their attorneys. After several years of significant growth, he was appointed President in 2014, with full responsibility for all aspects of company operations and business development on a national level.
Jon has written and contributed to articles on Medicare Secondary Payer (MSP) related matters, is a former instructor with the California Insurance Education Association (IEA), is a Certified Medicare Secondary Payer Professional (CMSP), and is a member of the National Alliance of Medicare Set-Aside Professionals (NAMSAP). In addition, Jon frequently presents at both national and regional industry conferences and events. He is a graduate of California State University, Fullerton, and holds a Bachelor of Arts in Business Administration.
Jessica Wingenroth, JD
Jessica Wingenroth joined MEDVAL in 2007, after practicing for four years in the area of Medicare Secondary Payer Act compliance with a Pittsburgh-based law firm. She began her career at MEDVAL as a Managing Attorney, responsible for quality control of Medicare Set-Aside allocations, and established MEDVAL’s Pittsburgh office in 2008. Since joining MEDVAL, she has served the organization as Managing Attorney, Senior Managing Attorney, Division Manager, Director of Operations and currently, as Vice President of Operations. Jessica has closely monitored the development and implementation of Section 111 Mandatory Insurer Reporting since 2007 and is MEDVAL’s dedicated consultant in this area.
Jessica has been a featured speaker for Lorman and Strafford Publications. She enjoys participating in educational training sessions for local, national and international companies in the insurance industry.
She holds a Juris Doctor from the University of Pittsburgh School of Law and a Bachelor of Science in Consumer Affairs from Indiana University of Pennsylvania. As a part of her undergraduate coursework she volunteered at the Maryland Office of the Attorney General Consumer Protection Division, an experience which encouraged her to pursue a career in law. Throughout law school, Jess clerked for a small insurance defense firm working in the areas of workers’ compensation, general liability and medical malpractice.
Jennifer A. Alvarez, RN, MBA, JD, LLM
Jennifer provides consultation services to attorneys, adjusters, and insurers on matters involving high-exposure, complex liability and workers’ compensation claims. She assists clients with the risk assessment of claims and identification of potential issues. Jennifer strategizes with claims professionals and counsel to achieve optimal outcomes in compliance with the Medicare Secondary Payer (MSP) Act. She has extensive experience in the evaluation of complicated claims, along with the formulation and implementation of custom and efficient solutions to MSP related challenges and compliance deficiencies.
Jennifer has been a speaker for Lorman Education Services and has successfully managed local and national client accounts.
Prior to joining MEDVAL in 2007, Jennifer worked in the corporate sector and the private practice of law in the areas of estate planning and asset protection, where she assisted clients with estate and business succession planning, private wealth management, trust administration, disability planning, and health care matters.
Jennifer earned a Bachelor of Science with a concentration in Finance from Towson University, a Master of Business Administration from the University of Baltimore, as well as a Juris Doctor and Master of Laws in Taxation from the University of Baltimore School of Law. Jennifer is also licensed as a registered nurse. She is admitted to the Maryland Bar and is a member of the American Nurses Association.
Charlotte Chovanec, RN, BSN, MHA
Charlotte has 34 years of unique medical clinical experience, with over 24 years of rooted experience in the insurance industry focusing on case and utilization management supporting Group Health, Government Programs, and Workers’ Compensation entities.
During her tenure in Workers’ Compensation, Charlotte created an internal Medicare Secondary Payer compliance team for an insurance carrier. In this role, Charlotte served as a resource and subject matter expert.
Charlotte has a wealth of knowledge based upon her clinical experience, operational leadership, and a unique understanding of the front claims negotiation process, including questions arising from medical necessity. As the Clinical Director at MEDVAL, Charlotte works closely with MEDVAL’s clients, consulting on various clinical issues, including complex medical cases, Medicare Set-Asides, and CMS submissions.
Charlotte earned a Bachelor of Science in Nursing from the University of Nebraska Medical Center and a Master of Health Administration in 2011 from the University of Phoenix.
Laura Johnson is MEDVAL’s Director of Human Resources and handles all areas of human resources including recruiting, employee benefits, company policies and compliance. Laura joined MEDVAL in 2006 and her tenure includes managing the professional administration and structured settlements departments.
Prior to joining MEDVAL, Laura worked with a national structured settlement brokerage where she specialized in settling workers’ compensation and liability claims. With over 15 years of experience in structured settlements, she has extensive knowledge in handling all claims types including workers’ compensation, medical malpractice and general liability. In addition, she was the firm’s Operations Manager and handled payroll, employee benefits and general accounting.
Laura received her Bachelor of Science in Biology and Chemistry from the George Washington University and is an active member of the Society of Human Resources Management (SHRM).
Frank Fairchok serves as Vice President of Medicare Reporting Services, where he provides technical oversight of all aspects of MEDVAL’s Medicare reporting service offerings.
Fairchok has more than 12 years of experience in Medicare Secondary Payer compliance, with a focus on Mandatory Insurer Reporting for the MMSEA requirements for Section 111. He has also served as a frequent speaker and panelist on MMSEA Section 111 compliance for a variety of conferences and organizations including RISE, The National Medicare Secondary Payer Network (formerly NAMSAP), and WorkCompCentral.
Fairchok received his Bachelor of Applied Science in Technology Management from Saint Petersburg College and has over 30 years of business experience in the workers’ compensation, telecommunications, and financial industries.
